this was due to a bug in the trac_captcha plugin, due to some incompatibility with python 2.4.
the patch to apply is there:
http://www.schwarz.eu/opensource/projects/trac_captcha/attachment/ticket/33/hashlib2.4.2.patch
After applying this simple patch, the system works again.
